The South Indian Ocean Blue Book was presented on Saturday, December 10th, 2011 for the seashells that took place in Saint-Pierre of La Réunion.

For too long, our presence in this part of the world has been limited to taking our territories into account - Reunion, Mayotte, French Southern and Antarctic Lands - a little over 10,000 km² of land (including the 7,215 km² of Kerguelen Islands), isolated in this vast ocean. 
Rediscovering the maritime vocation of France requires us to no longer consider the ocean around us as an empty and hostile space or as a liquid wall that separates us from the metropolis as much as from other states and human communities in this region of the world.

The Indian Ocean is on the contrary an intense source of life, an abundant source of wealth and a place of passage and contact between peoples since time immemorial. It is time to move from a territorial conception to a resolutely maritime vision of the French presence in the Indian Ocean.
