Conference of Plenipotentiaries Meeting for the Adoption of the Integrated Coastal Zone Management Protocol for the Western Indian Ocean -September 2023

Integrated Coastal Zone Management (ICZM) is a participatory process involving all stakeholders to plan, manage, conserve, and protect coastal and marine ecosystems with the aim of ensuring sustainable development. The objectives of ICZM are to promote sustainable use and equitable sharing of coastal resources, conserve ecological integrity, monitor natural risks, develop regional frameworks, involve stakeholders, and address the harmful effects of human activities. The ICZM Protocol serves as a framework to promote regional and national integrated coastal zone management and foster cooperation for sustainable development in the Western Indian Ocean region.

Decision CP 6/3 (3) initiated the request for the Nairobi Convention Secretariat's support in developing an ICZM Protocol through a consultative process in collaboration with relevant regional and international organizations. This request was reiterated in subsequent decisions, leading to the organization of seven Ad-hoc Legal and Technical Working Group Meetings (LTWG) from 2010 to 2013, resulting in seven drafts. The seventh draft ICZM Protocol was submitted for consideration during COP7 in December 2012. Regional drafting sessions and negotiations on the ICZM Protocol were facilitated by Swedish support in 2012, with contributions from various partners. The first negotiation meeting occurred in September 2013, followed by subsequent meetings in 2016 and 2019, ultimately leading to the final negotiations in March 2019.

The Contracting Parties at COP10, held in November 2021, requested the Secretariat to convene a Conference of Plenipotentiaries before the eleventh meeting of the Contracting Parties.
 
The Conference of Plenipotentiaries scheduled to take place in September 2023 will seek to officially adopt and sign the Protocol on Integrated Coastal Zone Management in the Western Indian Ocean region. Government officials with delegated decision-making powers will sign the ICZM Protocol on behalf of their governments.
