The Contracting Parties to the Nairobi Convention implemented the FFEM and OFB-funded NOCAMO Project to support sustainable development in the Northern Mozambique Channel (NMC) through Integrated Ocean Management. The project aims to preserve marine ecosystem health as a foundation for future prosperity, assisting Tanzania, Mozambique, Madagascar, and Comoros in achieving Sustainable Development Goal 14. Its goal is to enhance the NMC’s biodiversity-rich coral reef and ecosystems through effective spatial management, particularly in the oil and gas sector, to secure a sustainable future for coastal communities and economies.
The project has four key components: establishing institutional and knowledge foundations for Marine Spatial Planning (MSP), promoting best practices in the oil and gas sector, and improving community livelihoods through sustainable marine resource management.

Following a period of low activity due to COVID-19, the first Partner meeting was held on February 15, 2023, followed by the first Project Steering Committee (PSC) meeting on December 6 in Maputo, Mozambique. As the highest decision-making body, the PSC meets annually to review progress, approve work plans and budgets, and address implementation challenges. The January 29 2025 PSC meeting aimed to review project progress and expenditure, approve the annual work plan and budget, and finalize strategic guidance for effective implementation.
