The fishery for the mangrove crab (Scylla serrata) is a purely traditional fishing practice on which many fishing communities are completely dependent. Three main production areas for crabs have been identified as Boina region, Menabe region and Sofia region (inthe mangrove swamp of Sahamalaza (around Maromandia). Fishing productivity is estimated at about 2.5 mT/km2/year (Ralison, 1987).

The ASCLME Project is approaching the Transboundary Diagnostic Analysis and Strategic Action Plan process initially at the country level through a national Marine Ecosystem Diagnostic Analysis (MEDA) The MEDA captures essential data and information relating to the coastal and marine environment and identifies areas of concern that will feed into the Transboundary Diagnostic Analyses (TDAs) and the Strategic Action Programme (SAP) for the Western Indian Ocean.

Madagascar has expressed its concerns about the precious richness of the marine and coastal area by ratifying the ʺNairobi Conventionʺ in 2001. Madagascar has important marine and coastal biodiversity.  It has important concentrations of threatened coastal and marine birds. The coast of Madagascar plays an important role in the life cycle of several migratory birds, and is the end destination for many migratory shorebirds. Many bird species are endemic and resident to the coastal area of Madagascar.

Madagascar, part of the third largest coral reef system in the world belonging to the 32nd poorest country in the world, with a population that is more than eighty percent agrarian, limiting resource use for environmental goals is economically devastating - at least in the short term - to a significant percentage of the national population.
