The overall responsibility of the Regional Task Force on Water Quality (RTF-WQ) is to support the PMU in the effective implementation of activities defined in Component B of the Programme, while specific responsibilities will be to:

§ Support the review of concepts and proposals submitted to the PMU for funding including giving technical support for the improvement of proposals considered viable for funding;

§ Facilitate the development of a coherent regional vision and strategy for work on municipal wastewater management within the context of environmentally sustainable development;

§ Encourage each country to build a constituency for work on WWM among formal and informal stakeholders, including governments, management authorities, private sector, communities and encourage dialogue between collaborators;

This report is a culmination of the Integrated Problem Analysis process on priority issues carried out on the Kenyan marine and coastal resources and the identification of underlying causes, within the GEF MSP Sub-Sahara Africa Project on Integrated Problem Analysis. The Kenyan coast runs in a southwesterly direction from the Kenya-Somali border in the north, at 1o 41’S to 4o 40’S at the border with Tanzania.

In this report a review of national policies and legislation addressing issues of the alteration and destruction of critical coastal and marine habitats, and the institutional arrangements towards alleviating the same is presented. The land-based social and economic activities impacting on the habitats and the extent to which the latter are affected is assessed. Emphasis has been placed on the link between the impacts and tourism or tourism catalysed activities.
