The Contracting Parties to the Nairobi Convention held the First Negotiations Meeting on the ICZM Protocol on 23-24 September, 2013 in Cape Town, South Africa.
 
After the negotiations, a number of issues and definitions remained unresolved including, but not limited to: Geographical Coverage (protocol area), Objectives of the ICZM, ICZM instruments, Conservation and Rehabilitation of Coastal Ecosystems, Biodiversity and Landscapes, and Disaster Risk Management.

In the Third Negotiation Meeting on the Integrated Coastal Zone Management (ICZM) Protocol in the Western Indian Ocean (WIO) held on 21-24 November 2016 in Zanzibar, the United Republic of Tanzania, the Contracting Parties requested the Nairobi Convention Secretariat to undertake the following tasks in relation to the proposed Annex to Article 9 of the Protocol.

Integrated Coastal Zone Management (ICZM) has grown conceptually and operationally mainly in the last four decades since its inception in the United States of America in the early 1970s. The concept and practice of ICZM is not yet well understood, although it has gained widespread acceptance as a management system and vehicle for rational and sustainable utilization of coastal zone resources and uses.
